Location: Kingston upon Thames (Hybrid Working Available)

Contract: Temporary / Part Time (Hours Per Week :21.60)

Rate: £50 - £53 per hour

Hatched Recruitment is proud to be partnering with the Royal Borough of Kingston upon Thames to recruit an experienced Portfolio Surveyor for a temporary contract. This is a fantastic opportunity for a commercially focused property professional to lead the strategic management of a diverse and vital asset portfolio.

The Role

As Portfolio Surveyor, you'll take strategic ownership of a sub-portfolio of council assets, with a strong focus on Adult Social Care and Education. Reporting to the Corporate Head of Property & FM, you'll lead on key property matters including acquisitions, lease events, disposals, and long-term investment planning.

A major priority will be leading on the disposal of surplus assets, ensuring value is maximised across the portfolio while aligning with the Council's long-term objectives.

Key Responsibilities

  • Manage a portfolio of assets, ensuring statutory compliance and value for money
  • Lead on property transactions including acquisitions, disposals, and lease negotiations
  • Deliver investment and maintenance plans with a focus on sustainability and performance
  • Provide expert advice to internal stakeholders, driving forward service-led property solutions
  • Contribute to the Council's Asset Strategy, including rationalisation projects and workplace optimisation
  • Support financial targets, efficiencies, and project delivery across the property function

About You

We're looking for someone who can hit the ground running and make an immediate impact. You'll need:

  • RICS Chartered Surveyor status
  • Significant experience in strategic asset and estate management
  • Background in local government, with understanding of governance and approval processes
  • Proven expertise in acquisitions, disposals, and delivering commercial property outcomes
  • Strong communication and stakeholder management skills
  • Up-to-date knowledge of property legislation and compliance
  • Confident using digital tools such as Google Suite for modern, agile working
