Location: Civic Centre, Addlestone (Hybrid - in-person attendance required for meetings)
Hours: Full-time (37 hours/week). Part-time and job share considered
Grade: Career Graded (Grades 8-10)
Salary: Circa £13 p/h (Overtime rates apply for evenings, weekends, and bank holidays in line with council policy)

We are recruiting for a Democratic Services Officer on behalf of Runnymede Borough Council, a unique opportunity to help drive transparent, accountable decision-making in a modern, well-regarded local authority.

The Role
As a Democratic Services Officer, you'll be responsible for supporting a variety of council committees and panels, some of which deal with sensitive or high-profile matters. You'll work closely with councillors, senior officers, and the public, ensuring that the council's governance runs smoothly, lawfully, and with integrity.
Your work will include:
- Preparing agendas, action logs and formal minutes for council and committee meetings
- Attending meetings (mostly evenings), providing procedural advice and administrative support
- Advising councillors and colleagues on constitutional matters and democratic procedures
- Supporting member development and training, including new councillor induction
- Drafting reports, guidance notes and communications
- Contributing to projects, policy reviews and complaint handling
- Helping ensure public engagement in the democratic process is fair, open and well-managed
This is a varied, intellectually stimulating role with significant impact across the organisation.
What We're Looking For
We're seeking someone who is:
- Well-organised, with strong attention to detail and a methodical approach
- A confident communicator with excellent written English
- Comfortable working independently and under pressure, especially to statutory deadlines
- Able to build positive working relationships with elected members, officers, and the public
- Sensitive to political environments and able to maintain impartiality
- Proficient with Microsoft Office; experience with Modern.gov is a bonus
You'll also need to be willing to work evening meetings on a rota basis and support occasional weekend commitments (such as councillor induction events).
Career Graded Development
This role is open to applicants at various stages of their career:
- Grade 8 (Trainee): No direct experience required. You'll receive full training and regular supervision
- Grade 9: Some experience in governance or committee work. Able to handle more complex duties with occasional supervision
- Grade 10: Experienced in governance, able to provide specialist advice, lead projects and work with minimal supervision
